Tropical storm Developed from a westward moving tropical wave that the NHC had been monitoring for the pas week. On August 15 the wave improved greatly while located in the Mona Passage, between the dominican republic and puerto rico. The wave initally had winds of 40 mph gusting to 55, but no cclosed circulation. A circulation was found over the dominican republic and advisories were inniciated at 5pm. The storm continued to track westward but, mannaged to maintain its intensity over the island. The system then crossed cuba.
